The Nigerian Communications Commission (NCC) has mandated telecommunication operators to promptly reconnect all phone lines that were blocked as part of the National Identification Number (NIN) and Subscriber Identification Module (SIM) verification exercise.
In a statement released on Monday, the NCC addressed the disruptions experienced by many Nigerians over the weekend. The issue arose due to the “inability to verify” the linkage of their NINs with their SIMs, resulting in blocked phone numbers by telecom service providers in accordance with the NIN-SIM linkage policy.

The NIN-SIM linkage policy was initiated in December 2020 when the federal government directed telecommunication companies to deactivate unregistered SIM cards and SIMs not linked to NINs. This policy aimed to enhance national security and streamline the identification process within the telecommunications sector.
Since the inception of this policy, the NCC has periodically extended the deadline to accommodate subscribers. Initially set for December 2023, the deadline for full network barring of subscribers with four or fewer SIMs that had unverified NIN details was first moved to April 15, 2024. Recognizing the need for additional time, the NCC further extended the deadline to July 31, 2024, to allow consumers to ensure their NIN details were properly verified.
Despite these extensions, many subscribers faced service interruptions due to incomplete verifications. In response, the NCC has now directed telecom operators to immediately reconnect affected phone lines to restore access and minimize inconvenience for subscribers.
The NCC also emphasized the importance of the NIN-SIM linkage, urging members of the public who have not yet verified their SIMs to do so promptly. โWe urge all subscribers who are yet to verify their SIMs to complete the process as soon as possible to maintain access to their lines,โ the NCC stated.
This directive comes as a relief to many Nigerians who rely heavily on their mobile phones for communication, business, and access to essential services. The NCC’s swift action underscores its commitment to balancing regulatory enforcement with consumer protection.
As the July 31, 2024, deadline approaches, subscribers are encouraged to verify their NIN-SIM linkage to avoid future disruptions. The NCC remains dedicated to ensuring a seamless and secure telecommunications environment for all Nigerians.
