Abdul Ningi was born in Ningi town, Bauchi State. He grew up in modest circumstances, working daily to fetch water and help on his father’s farm from the age of five—a farm he still maintains today. He attended Ningi East Primary School from 1969 to 1973 and Government Secondary School, Misau, graduating in 1978. He then enrolled at Bauchi College of Arts and Sciences for a pre-degree program before earning his B.Sc. in Sociology from Ahmadu Bello University in 1983, becoming the first in his family to attend university.

After graduating, Ningi completed his National Youth Service in Kano in 1983. In 1984, he joined the Bauchi State government as a social welfare officer, later becoming Secretary of the Bauchi Rent Tribunal. By 1986, he transitioned to the private sector as a banking supervisor at First Bank of Nigeria and later joined Hi-Tech Computers in 1992. By 1995, he was the Chairman and Chief Executive of NAJ Resources Ltd., Bauchi.
Political Career
Early Political Engagement
In 1996, Ningi contested for a seat in the Bauchi State Assembly under the United Nigeria Congress Party (UNCP). Although he won, the Abacha-led government canceled the election.
House of Representatives
With the return to civilian rule in 1999, Ningi was elected to the House of Representatives under the PDP, representing Ningi Federal Constituency. He was re-elected in 2003 and 2007.
1999 to 2003: During his first term, he chaired the House Committee on Solid Minerals (2002-2003), the House Sub-Committee on Teachers Education (1999-2002), and the House Sub-Committee on NAFDAC (1999-2003). He also chaired the Nigeria Football Association, during which Nigeria qualified for its second FIFA World Cup appearance.

Contributions to Bauchi State
Job Creation: Ningi facilitated the registration and enrollment of over 1,000 graduates in the Graduate Internship Scheme and, in partnership with SURE-P, engaged over 3,000 youths in Community Services Women and Youth Employment (CSWYE). He also collaborated with FERMA to employ over 1,000 youths.
Farming Support: Partnering with the Hadejia-Jama’are River Basin Development Agriculture and Upper Benue River Basin Development Authority, Ningi supported 1,850 farms during the dry season and 600 farms during the wet season in 2012 and 2013.
Community Development: Ningi funded 659 hand pump boreholes and 43 solar-powered overhead tanks in various local government areas. He also initiated the Ningi Water Reticulation Project to provide water for over 100,000 inhabitants.
Poverty Eradication: Ningi donated 1,500 motorcycles, 600 tricycles, and 500 sewing machines to communities, alongside numerous 18-seater buses for transportation.
Skill Acquisition Centers: Ningi established two mega Youth Skill Acquisition Centers in Ningi and Misau, training over 1,200 youths in tailoring, 250 in basket weaving, and hundreds in craftsmanship. He also constructed nine ICT centers to extend computer literacy.
Education: For the 2013/2014 academic session, Ningi equipped 500 primary schools with modern educational tools and funded the Ningi Scholarship Scheme, covering WASSCE fees and tuition for hundreds of students.
