According to the statement, the suspended district heads violated article three of the emirate rules and regulations governing Durbar horse riding.

It said the rule directed all titleholders against the use of local thugs known as ā€˜Yan Tauriā€™ brandishing local weapons during any occasion.

Abdullahi Kwarabai disclosed that four district heads had violated these rules during the traditional Sallah Durbar festival, despite a series of warnings.
